Qualifications and Training Programs are the same features in the LMS. Qualification is the term used in the Enterprise LMS. Training Program is the term used in the MSHA LMS. Enterprise customers will refer to Qualification articles to set up their Qualifications. The Express LMS is a basic feature LMS and does not include all the features of a full-service LMS. The Express LMS does not include the ability to create training programs. |
INTRODUCTION
Training Programs are made up of:
- Subjects: A sub-set of the training that includes related activities.
- Activities: Any training content that has been imported or created within the LMS
This article describes how to create Subjects within an MSHA Training Programs to help you comply with MSHA Part 46.

MSHA TRAINING PROGRAM PROCESS
Creating Training Programs requires the following steps:
- Step 1: Edit the Region and Site Record. To add the Person Responsible for Health and Safety and the MSHA ID. Refer to the Regions: Create, Edit, and Delete article to add the Person Responsible for Health and Safety. Refer to the Sites: Create, Edit, and Delete article to add the Person Responsible for Health and Safety and the MSHA ID.
- Step 2: Create and Import activities. Refer to the Training Import and Creation: Overview article.
- Step 3: Create Subjects and add activities. Refer to the article below.
- Step 4: Create Training Program and add Subjects. Refer to the Training Programs (MSHA): Create, Edit and Delete article.
- Step 5: Assign Training Program. Refer to the Assignments: Overview article to learn how to set one-time and recurring assignments.
- Step 6: Run Reports. Refer to the Reports: Overview article to learn about reports.
CREATE AN MSHA SUBJECT
The procedures below assume that your Activities have already been imported and created.
Red fields = required entry; Black fields = optional entry
Follow these steps to create a subject:
- Click the Administration tab at the top of the screen
- Click the Training Programs link, then Subjects on the left menu bar
- Click the New button at the top of the Manage Subjects screen
- Location: Click the Select button to the right of the Location field and follow these steps:
Note: Select a Region when Training Programs this subject will be added to will be the same for every worksite. Select Site when Training Programs this subject will be added to will vary for each worksite.- Select the desired organization unit from the Look for drop down list
- Check the checkbox to the left of the desired organization from the list of available records
- Click the Select button
- Name: Type the name of the Subject
- Description: Type a description of the Subject
- Which Activities will be included?
- Click the Select button to the right of the Activities Included list box. A list of activities will appear in the Available Records table
- Check the box(es) to the left of the activity name(s) in the Available Records table. Multiple activities can be selected.
- Click the right arrow to move the activities to the Selected Records table.
- Click the Select button once all activities have been selected. You will be returned to the Edit Subjects screen
- The selections will appear in the list box.
Note: You can drag and drop the activities and place them in any order OR you can select one activity and use the up and down arrow keys to move the activity to the desired order
- Activities listed above should be completed in: Check one of the buttons below to set a pre-requisite.
- Any order: The user will be able to complete the activiteis within the subject in any order they choose.
- The order shown above. This sets a pre-requisite and the user will have to complete each activity in the order you specify.
- To complete this Subject: Check one of the buttons below to set completion requirements.
Note: For MSHA Training Programs, select the third option and enter the total amount of time to complete all the activities in this subject.- User must complete all Activities above: Requires the user to complete all activities for the completion status to change to “complete” within the subject.
- Users must complete a certain number of the Activitiess above: Requires the user to finish a specified number of activities for the completion status to change to “complete” within the subject.
- Users must accumulate a certain amount of time. Requires the learner to spend a specified amount of time for the completion status to change to “complete” within the subject.
- Check the Use MSHA fields checkbox and complete the following fields:
Note: The content entered in these fields will print on the Training Program Report.- Subject Matter: A general description of the activities included in the subject.
- Objectives: A statement of what the user will be able to do after training is complete.
- Teaching Methods: The type of training. For example, lecture, discussion, site tour, field demonstration, computer-based training, etc.
- Course Materials:
- Evaluation Method: The evaluation procedures used to determine effectiveness of training. For example, quizzes, feedback, observation, etc.
- Estimated Minutes Minimum: The approximate minimum time to be spent on each subject.
- Estimated Minutes Maximum: The approximate maximum time to be spent on each subject.
- Require Learner Input. Check to require the user to choose a designated competent person. Once the user successfully completes any activity within this subject, the Select Competent Person screen will appear allowing them to select a Competent Person. Their selection will be added to their completion record for the activity and will print on the Certificate of Training Report (MSHA 5000-23 Equivalent)
- Competent Person. Please refer to the Competent Persons: Add, Edit and Delete article to learn how to Add, Edit and Delete Competent Persons. Additional steps are required when a Competent Person will perform this role at more than one work site. Please refer to the Associating Competent Person(s) to Multiple Sites section of the above-referenced article.
- Click the Save button.
- Click the Close button after the Subject Created confirmation appears
- Your newly created subject will appear on the Manage Subjects screen after selecting the Refresh button.
EDIT AN MSHA SUBJECT
Edit a subject to:
- Add one or more activities
- Remove one or more activities
- Set or release a pre-requisite
- Change the completion requirement
- Edit MSHA Specific fields
- Add, Delete, or Edit Competent Persons
Follow these steps to edit a subject:
- Click the Administration tab at the top of the screen.
- Click the Training Programs link, then Subjects on the left menu bar.
- Search and locate the subject following the directions provided in Using Search article.
- Click the Edit button to the left of the desired subject name.
Add Activities
- Click the Select button to the right of the Activity List table.
- Check the box(es) to the left of the activity name(s) in the Available Records table. Multiple activities can be selected.
- Click the right arrow to move the activities to the Selected Records table.
- Click the Select button.
- You will be returned to the Edit Subject screen.
- Click the Save button.
- Click the Close button after the Changes Saved confirmation appears.
Remove Activities
- Click the Select button to the right of the Activity List table.
- Check the boxes to the left of the activity name(s) in the Selected Records table.
- Click the left arrow to remove the activities.
- Click the Select button.
- You will be returned to the Edit Subject screen.
- Click the Save button.
- Click the Close button after the Changes Saved confirmation appears.
Set/Release a Pre-Requisite
- Scroll to The Activities listed above should be completed in the section.
- Check one of the buttons below to set a pre-requisite.
- Any order: The user will be able to complete the activities within the subject in any order they choose.
- The order shown above. This sets a pre-requisite and the user will have to complete each activity in the order you specify.
- Click the Save button.
- Click the Close button after the Changes Saved confirmation appears.
Change the Completion Requirement
- Scroll to To complete this Activity section.
- Check one of the buttons below to set completion requirements.

Edit MSHA Fields

Add, Edit, and Delete Competent Persons
Please refer to the Competent Persons: Add, Edit and Delete article to learn how to Add, Edit, and Delete Competent Persons. Additional steps are required when a Competent Person will perform this role at more than one worksite. Please refer to the Associating Competent Person(s) to Multiple Sites section of the above-referenced article.
DELETE AN MSHA SUBJECT
Deleting a subject is generally discouraged as all completion records associated with the activities within the subject will be deleted. Instead, deactivate a subject. Refer to the Deactivate and Activate Training Programs and Subjects article for the steps to deactivate a subject.
Deleting a subject DOES NOT delete the activities within the subject.
Follow these steps to delete a subject:
- Click the Administration tab at the top of the screen
- Click the Training Programs link, then Subjects on the left menu bar
- Search and locate the subject following the directions provided in the Using Search article
- Click the Delete button to the left of the desired subject
Note: If the Delete button is inactive, you have not been assigned the Master administration role and will be unable to delete subjects. Please contact your Master Administrator to resolve this. - Click the Yes button on the Confirm Delete confirmation screen
- Click the OK button on the Delete Succeed confirmation screen. The subject will be deleted from the LMS.
Should a subject be deleted in error, please contact our support team. Support can generally restore the deleted subject and their completion records.
