Qualifications and Training Programs are the same features in the LMS. Qualification is the term used in the Enterprise LMS. Training Program is the term used in the MSHA LMS. Enterprise customers will refer to Qualification articles to set up their Qualifications. The Express LMS is a basic feature LMS and does not include all the features of a full-service LMS. The Express LMS does not include the ability to create training programs. |
INTRODUCTION
Training Programs allow LMS Administrators to bundle multiple associated activities together for an assignment.
Training Programs are made up of:
- Subjects: A sub-set of the training that includes related activities.
- Activities: Any training content that has been imported or created within the LMS
A completion record is generated AUTOMATICALLY once the user completes ALL activities included in the training program.
This article describes how to create MSHA Training Programs to help you comply with MSHA Part 46.

MSHA TRAINING PROGRAMS
The LMS can help you comply with MSHA Part 46 when you create the following Training Programs:
- New Miner Training Program*
- Newly Hired Experienced Miner Program
- New Task Training - "Task-Specific Name"
- Site-Specific Hazard Awareness
- Annual Refresher Training Program*
* If you purchased the Vector Solutions MSHA media package, your LMS will include templates for the New Miner Training Program and the Annual Refresher Training Program with enough content to meet the hours' requirement required by MSHA Part 46. You can choose to use these programs, modify them with your own content, OR create your own Training Programs.

MSHA TRAINING PROGRAM PROCESS
Creating Training Programs requires the following steps:
- Step 1: Edit the Region and Site Record. To add the Person Responsible for Health and Safety and the MSHA ID. Refer to the Regions: Create, Edit, and Delete article to add the Person Responsible for Health and Safety. Refer to the Sites: Create, Edit, and Delete article to add the Person Responsible for Health and Safety and the MSHA ID.
- Step 2: Create and Import activities. Refer to the Training Import and Creation: Overview article.
- Step 3: Create Subjects and add activities. Refer to the Subjects (MSHA): Create, Edit, and Delete article.
- Step 4: Create Training Program and add Subjects. Refer to the article below.
- Step 5: Assign Training Program. Refer to the Assignments: Overview article to learn how to set one-time and recurring assignments.
- Step 6: Run Reports. Refer to the Reports: Overview article to learn about reports.
AFTER you create your first training program use the Copy Training Program feature to copy the Training Programs to save them to a new location (Region or Site). You can then modify the copied Training Program to meet that organization unit's specific training needs when required.

CREATE A MSHA TRAINING PROGRAM
Follow these steps when you want to create a NEW MSHA Training Program. If you purchased the Vector Solutions Media package that includes the MSHA Training Program templates, follow the steps to Copy the Training Programs first. Then, you can modify the training program and subjects to meet your needs. Please refer to the Training Programs: Copy article to learn how to copy a training program to a new location.
The procedures below assume that your Activities and Subjects have already been created.
Red fields = required entry; Black fields = optional entry
Follow these steps to create a NEW MSHA training program:
- Click the Administration tab at the top of the screen
- Click the Training Programs link, then Training Programs on the left menu bar
- Click the New button at the top of the Manage Training Programs screen
- Location: Click the Select button to the right of the Location field and follow these steps:
Note: Select a Region when Training Programs will be the same for every Site within the Region. Select Site when Training Programs will different for each worksite.- Select the desired organization unit from the Look for drop-down list
- Check the checkbox to the left of the desired organization from the list of available records
- Click the Select button
- Name: Type the name of the Training Program
- Description: Type a description of the Training Program
- Which Subjects will be included?
- Click the Select button to the right of the Subjects Included list box. A list of subjects will appear in the Available Records table
- Check the box(es) to the left of the subject name(s) in the Available Records table. Multiple subjects can be selected.
- Click the right arrow to move the subjects to the Selected Records table.
- Click the Select button once all subjects have been selected. You will be returned to the Edit Training Programs screen.
- The selections will appear in the list box.
Note: You can drag and drop the subjects and place them in any order OR you can select one subject and use the up and down arrow keys to move the subject to the desired order
- Subjects listed above should be completed in: Check one of the buttons below to set a pre-requisite.
- Any order: The user will be able to complete the subjects within the training program in any order they choose.
- The order shown above. This sets a pre-requisite and the user will have to complete each subject in the order you specify.
- To complete this Training Program: Check one of the buttons below to set completion requirements.
Note: For MSHA Training Programs, select the third option and enter the total amount of time to complete all the activities in the entire Training Program.- User must complete all Subjects above: Requires the user to complete all subjects for the completion status to change to “complete” within the training program.
- Users must complete a certain number of the Subjects above: Requires the user to finish a specified number of subjects for the completion status to change to “complete” within the training program.
- Users must accumulate a certain amount of time. Requires the learner to spend a specified amount of time for the completion status to change to “complete” within the training program.
- Click the Save button.
- Click the Close button after the Training Program Created confirmation appears.
- Coy the Training Program when required to a new location (region or site). Please refer to the Copy Training Programs article to learn how snd when to copy a training program to a new location (region or site).
EDIT AN MSHA TRAINING PROGRAM
Edit a training program to:
- Add one or more subjects
- Remove one or more subjects
- Set or release a pre-requisite
- Change the completion requirement

Follow these steps to edit a training program:
- Click the Administration tab at the top of the screen.
- Click the Training Programs link, then Training Programs on the left menu bar.
- Search and locate the training program following the directions provided in Using Search article.
- Click the Edit button to the left of the desired training program name.
Add Subjects
- Click the Select button to the right of the Subject List table.
- Check the box(es) to the left of the subject name(s) in the Available Records table. Multiple subjects can be selected.
- Click the right arrow to move the subjects to the Selected Records table.
- Click the Select button.
- You will be returned to the Edit Training Program screen.
- Click the Save button.
- Click the Close button after the Changes Saved confirmation appears.
Remove Subjects
- Click the Select button to the right of the Subject List table.
- Check the boxes to the left of the subject name(s) in the Selected Records table.
- Click the left arrow to remove the records.
- Click the Select button.
- You will be returned to the Edit Training Program screen.
- Click the Save button.
- Click the Close button after the Changes Saved confirmation appears.
Set/Release a Pre-Requisite
- Scroll to The Subjects listed above should be completed in section.
- Check one of the buttons below to set a pre-requisite.
- Any order: The user will be able to complete the subjects within the training program in any order they choose.
- The order shown above. This sets a pre-requisite and the user will have to complete each subject in the order you specify.
- Click the Save button.
- Click the Close button after the Changes Saved confirmation appears.
Change the Completion Requirement
- Scroll to To complete this Subject section.
- Check one of the buttons below to set completion requirements.
Note: For MSHA Training Programs, select the third option and enter the total amount of time to complete all the activities in the entire Training Program- User must complete all Subjects above: Requires the user to complete all subjects for the completion status to change to “complete” within the training program.
- Users must complete a certain number of the Subjects above: Requires the user to finish a specified number of subjects for the completion status to change to “complete” within the training program.
- Users must accumulate a certain amount of time. Requires the learner to spend a specified amount of time for the completion status to change to “complete” within the training program.
- Click the Save button
- Click the Close button after the Changes Saved confirmation appears
- You will be returned to the Manage Training Programs screen
DELETE AN MSHA TRAINING PROGRAM
Deleting a training program is generally discouraged as all completion records associated with the training program will be deleted. Instead, deactivate a training program. Refer to the Deactivate and Activate Training Programs and Subjects article for the steps to deactivate a training program.
Deleting a Training Program DOES NOT delete the subjects within the Training Program.
Follow these steps to delete a training program:
- Click the Administration tab at the top of the screen
- Click the Training Programs link, then Training Programs on the left menu bar
- Search and locate the training program following the directions provided in the Using Search article
- Click the Delete button to the left of the desired training program
Note: If the Delete button is inactive, you have not been assigned the Master administration role and will be unable to delete training programs. Please contact your Master Administrator to resolve this. - Click the Yes button on the Confirm Delete confirmation screen
- Click the OK button on the Delete Succeed confirmation screen. The training program will be deleted from the LMS.
Should a training program be deleted in error, please contact our support team. Support can generally restore the deleted training program and their completion records.
